Board Meeting Minutes – April 17th 2017

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, April 17th, 2017 was called to order by Mayor Megan Grenier at 6:25 P.M.

Also attending: Brian Marsh, John Stangle, Jim Long, Kirk Montanye, Bill Moreland, John Burkett, Diane Brunelle, Greg Berck, Eric Johnson.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Brian Marsh inquired about the start date for the 377 Project – the Mayor stated no date has been set but she believes May – June.

Resident Marsh explained the lights at Route 377 and Route 378 are working great. The Mayor explained that she had a discussion with National Grid and they will be installing four (4) new street lights along Van Rensselaer Boulevard.

A resident had a question about rail road tracks being added going from one track two tracks. She was advised that Conrail added tracks not CP Rail. The tracks going through Menands are CP Rail tracks.

Resident John Stangle asked why agenda is not on website. The Clerk advised that it was sent. The Clerk stated he would talk to web site company.

Resident Bill Moreland asked when the Public Hearing for 5 Elmwood Road was going to be held. The Mayor stated that the Zoning Board of Appeals Public Hearing is scheduled for Wednesday, April 26, 2017 at 7:00 P.M.

Resident Jim Long asked about the improvements to the Broadway Corridor a discussion followed.

A motion was made by Trustee Boulet, seconded by Trustee Foley to accept the minutes of the April 3rd, 2017 Board Meeting.

A motion was made by Trustee Foley, seconded by Trustee Boulet to approve payment for the following:

WARRANT # 22:

GENERAL totaling $50,537.62
WATER totaling $ 6,732.51
SEWER totaling $ .00
TOTALS $57,270.13

PAYROLL # 23: totaling $77,442.49

Trustee Boulet offered the following – a resolution authorizing an increase in the water rates by 10% and a reduction in the sewer rate by 15%. These rate changes will begin with the May 1, 2017 billing period. The resolution was seconded by Trustee Foley.

A motion was made by Trustee Foley, seconded by Trustee Boulet to appoint Michael Steurer to the position of Fire Chief, Andrew Boyd as 1st Assistant Chief, Benjamin Lattanzio as 2nd Assistant Chief, Brendan Murphy and Justin Jones Captains, Harvey Bender, David Ognan and Brian Sheridan as Lieutenants.

Trustee Boulet, seconded by Trustee Foley made a motion to renew the preventative maintenance agreement with Dwight Heating & Plumbing for 250 & 280 Broadway in the amount of $4,100.00.

Keith Lambert from Keystone Fireworks has requested a Hawker & Pedder’s License to sell fireworks at 45 Broadway from June 23rd, 2017 thru July 5, 2017. The Village Clerk advised the license was going to be denied because it’s against the Village Code

The Route 378 Bridge Project work will begin May 1st to clean and paint the two (2) Route 378 bridges. After completion they will work on the Route 32 Wards Bridge.

The Youth Easter Party was a great success.

The Clerk advised the Board of the NYCOM Spring Conference May 7th – 9th, 2017 in Saratoga. If you are interested in attending please let me know so we can schedule your attendance.

The annual Installation Dinner of the Menands Fire Company # 1 and Ladies Auxiliary will be held Saturday, April 22nd, 2017 at Franklin Terrace starting at 6:30 P.M.

Mayor Grenier read a Thank You Card from the Menands School Yearbook Committee.

A motion was made by Trustee Boulet, seconded by Trustee Foley to adjourn.
