Board Meeting Minutes – April 3rd 2017

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, April 3rd, 2017 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Brian Marsh asked if the Village had any plans to renegotiate with the Town of Colonie about taxes collected and services the Town provides to Village residents. A discussion followed.

Resident Kirk Montanye advised that the firehouse door was locked so that handicap people were not able to get to the meeting. He was advised the Clerk will make sure the door is open before all meetings.

Resident Montanye inquired about hiring procedures of police personnel and about the diversity of the department.

The Village Clerk advised Mr. Montanye of procedure used to hire police personnel. A discussion followed.

Mr. Montanye also advised that people other than village departments are using the dumpsters behind the Fire Department. A discussion followed.

A motion was made by Trustee Nicoll, seconded by Trustee Foley to approve the minutes of the March 21st, 2017 Board Meeting.

A motion was made by Trustee Harris, seconded by Trustee Foley to approve payment for the following:

WARRANT # 21:

A motion was made by Trustee Nicoll, seconded by Trustee Foley to approve the Local Law # 1 of 2017 Tax Cap Override.

A motion was made by Trustee Nicoll, seconded by Trustee Boulet to adopt the Preliminary Budget that was submitted by Mayor Grenier on Monday, March 20, 2017.

A Resolution was made by Trustee Harris, seconded by Trustee Nicoll for the Mayor to sign the proposal for Chazen Companies for the sanitary sewer main replacement along Park Drive in the Village of Menands. The proposal is for survey, design, bidding and construction phase services in the amount of $15,500.

Trustee Nicoll offered seconded by Trustee Foley the following Resolution and moved its adoption pursuant to Election Law § 15-104 1b “The General Election for the Village of Menands will be held on Tuesday, June 20, 2017 at which time two Trustees and Village Justice are to be elected for a four-year term to commence pursuant to law upon their qualifications and no earlier than July 3, 2017.

Trustee Nicoll offered seconded, by Trustee Foley the following resolution and moved its adoption: That the register of those qualified to vote in the forthcoming Village Election in the Village of Menands to be held at the Municipal Firehouse in the Village between the hours of 12:00 noon and 9:00 P.M. in the afternoon on June 20, 2017 shall be prepared by the duly appointed inspectors of the Election of this Village on Registration Day, June 10, 2017 and be it further

That the Inspectors of Election shall meet for this purpose between the hours of 12:00 noon and 5:00 P.M. in the afternoon in the Firehouse adjoining this Municipal Building in this Village on said date, at which time and place all persons qualified to vote at such forthcoming Village Election and are not otherwise registered, may attend and register their names for such Election.

The Treasurer asked the board to schedule a public hearing at the next board meeting as he feels there needs to be an adjustment to the Water and Sewer Rates; he is suggesting a 15% decrease in the Sewer Rate and a 15% increase in Water Rates. This will deposit more money in the water fund which is needed after the amount of infrastructure work the Village has done in water. This swap will result in a slight increase in the 6 month bills of $12.66 for a minimum residential user. The new water/sewer bill would be
$311.46; he feels that a public hearing is needed. Trustee Foley moved to set a public hearing for 6:00 p.m. on April 17, 2017 prior to the regular board meeting to discuss the requested change in the Water/Sewer Rates, the motion was seconded by Trustee Harris.

The Clerk advised the Board of the NYCOM Spring Conference May 7th – 9th, 2017 in Saratoga. If you are interested in attending please let me know so we can schedule your attendance.

Trustee Boulet explained there will only be a T-Ball League this year due to low enrollment. Softball and Little League will be playing in Watervliet and Green Island. The league is to be restructured.
