Board Meeting Minutes – May 15th 2017

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, May 15th, 2017 was called to order by Mayor Megan Grenier at 6:00 P.M.

Also attending: Brian Marsh, Eric Johnson, Nicole Keough, James Sher, Dave & Pattie Archambault, Kirk Montanye, Caroline C?.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident James Sher inquired what the Economic Development person does for his salary. The Village is losing business and he appears not to be bringing in any business. A discussion followed.

Resident Nicole Keough asked about the Edgewood Apartments if a traffic study was going to be done. Are the apartments going at market rate, what will the impact being on the school. A discussion followed.

Resident Dave Archambault expressed concern about a fence at the top of Harts Lane it’s very hard to see around for oncoming traffic. Resident Archambault also expressed concern about the increased traffic from the apartments when turning onto Broadway in the morning due to FedEx trucks. A discussion followed.

Resident Brian Marsh asked if there were any updates on the Route 377 Project. The Mayor stated she had not heard anything. The Clerk advised that the Village had received several UFPO’s for Route 377.

Resident Marsh asked if the Village inquired about Verizon Fio’s. Trustee Boulet advised Verizon won’t come in due to cost. A discussion followed.

Resident Sher asked why the Village keeps buying Ford Police Cars rather then Dodge Chargers. A discussion followed.

Resident Kirk Montanye asked if there was a total cost for 280 Broadway. The Mayor explained that not all invoices are in yet.

A motion was made by Trustee Nicoll, seconded by Trustee Harris to accept the minutes of the May 1st, 2017 Board Meeting.

A motion was made by Trustee Harris, seconded by Trustee Boulet to approve payment for the following:

WATER totaling $ 10,593.22
SEWER totaling $ 6,194.45
TOTALS $111,246.07

A motion was made by Trustee Foley, seconded by Trustee Harris for Chazen Companies to perform professional services for the Paving Project Improvements to Momrow Court, Folmsbee Drive, Newell Court and Irving Place.

The Peddlers Permit for Limitless Marketing was denied.

TAX LEAVY RESOLUTION

A resolution levying the total taxes and other charges extended and levied against each parcel of real property shown on the roll prepared and verified by the Treasurer for the 2017 – 2018 fiscal year.

A motion was made by Trustee Harris, seconded by Trustee Boulet to adopt the following Resolution.

RESOLVED, that there be levied and assessed against the real property of the Village of Menands the following sums for village government and other charges for the fiscal year 2017 – 2018 with a tax rate of $7.46 per thousand assessed value:

For Relevied Property Maintenance – – – – – – – – – – – – – – – – – – – – $ 5,840.00

For Relevied Water & Sewer Rents

The clerk reminded the Board of the Business Breakfast scheduled for Wednesday, May 17th at 7:30 A.M. in the Village Hall.

The Fire Department requested to use a truck and a Chiefs vehicle for the following events:

Watervliet Memorial Day Parade
Maplewood Memorial Day Parade
Relay for Life June 1st, 2017
Lake George Parade June 19th, 2017

A motion was wade by Trustee Harris, seconded by Trustee Foley to approve the Fire Departments request to use vehicles for the above mentioned events.

The Clerk advised the Board that the Village Office will be closed on Thursday, May 19th, due to the move to 280 Broadway. The offices will reopen Monday, May 22nd, 2017.

The Mayor reminded the Board that Chazen Companies has mailed out income study surveys to the residents in the South End of the Village.

A motion was made by Trustee Nicoll, seconded by Trustee Boulet for Chip Kronau to complete the work at Ganser Smith Park Gazebo excavation and foundation work at a sum of $12,332.00.

The Mayor advised the Board she was working with City of Watervliet and Albany County to look into quiet zone for trains. There are some safety issues that need to be worked out.

Trustee Nicoll advised School Board Elections are Tuesday, May 16th from 12:00 P.M. to 9:00 P.M.

Trustee Harris advised School Board Elections for North Colonie are Tuesday, May 16th from 6:00 A.M. to 9:00 P.M. at Goodrich School.

At 6:38 P.M. Trustee Foley made a motion, seconded by Trustee Boulet to enter into Executive Session to discuss a personnel matter.
