Board Meeting Minutes – November 6th, 2017

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on Monday, November 6th, 2017 was called to order by Mayor Megan Grenier at 6:00 P.M.

The Mayor led the Pledge of Allegiance.

Open Forum:

Resident Bill Garvey stated the Youth Committee Halloween Party was successful even though it had to be held in the Village Hall. Resident Garvey is very pleased that the gate at the end of Glenwood Road has been installed. Resident Garvey asked the status of 354 Broadway. The Village Clerk responded to Bill’s question, stating it is a private contractor and Lyle has been involved in the building process as required and may have an idea a completion date. Resident Garvey also stated the guide wire holder on Villa Road has not been repaired. The Clerk advised that National Grid has been advised twice.

Resident Mary Magguilli and Diane Leonard asked the Board for help getting seniors to Thursday meetings. There are approximately 5 to 8 seniors that don’t attend the meetings because of transportation. A discussion followed with different ideas for possible ways to get seniors to the meetings. Resident Magguilli would look into some of the ideas.

Resident Magguilli also asked about improving the lighting on Wards Lane near crosswalks it’s very dark. The Mayor stated she would have National Grid look into it.

Resident Kristen Winner asked about the status of NO PARKING on Jones Court. The Mayor advised that NO PARKING on Jones Court and changes to signs within the Village will be brought up at the November 20th meeting.

Resident Brian Marsh complained about power outages on Van Rensselaer Blvd and Sage Hill area. Approximately ten (10) times over the past two (2) weeks the power has gone out. Who does the Village have as a contact at National Grid because to keep losing power is unacceptable. The Mayor stated the Village would look into it. A discussion followed.

A motion was made by Trustee Harris, seconded by Trustee Foley to approve minutes from the October 16th, 2017 Board Meeting.

A motion was made by Trustee Nicoll, seconded by Trustee Boulet to approve payment for the following:

WARRANT # 11:

GENERAL totaling $53,375.09
WATER totaling $12,465.43
SEWER totaling $ 4,282.75
TOTALS $70,123.27

PAYROLL # 11: totaling $94,495.53

Fire Chief Mike Steurer requested replacement of the intake valve for Rescue 6. He received two (2) quotes:

1 MES $1,653.85
2 Fire Store $1,687.50

Trustee Nicoll made a motion to purchase an intake valve from MES at a cost of $1,653.85, seconded by Trustee Foley.

Chief Steurer also requested the purchase of 15 sets of Class B Uniforms for the membership. He received two (2) quotes as follows:

1 MES $1,871.50
2 Galls $2,300.00

Trustee Nicoll made a motion to purchase 15 sets of Class B Uniforms from MES at a cost of $1,871.50, seconded by Trustee Boulet.

Eric Johnson gave the Board an update on Projects Chazen has been work on for the Village of Menands.

Trustee Harris made a motion to purchase up to twenty-six (26) long sleeve shirts at a cost of $26.00 each plus $2.00 for larger sizes for Board and office staff, seconded by Trustee Foley.

The Clerk advised the Board that on Monday, November 13th the Street Department will be at a backhoe training but the Sanitation Department will be working.

The Mayor asked Attorney Rehfuss about liability of Village busing seniors to and from Thursday meetings. Attorney Rehfuss stated the Village would be liable if they actually drove residents. A discussion followed.

The Mayor asked the Village Attorney and Eric Johnson about guidelines for a Special Use Permit.
The guidelines were explained. Trustee Harris asked what the impact would be to water and sewer. Eric explained that the impact should be minimal. Trustee Harris asked what impact it would have on traffic. Eric advised the Board they could request a traffic study. Trustee Harris asked about set back of building, Eric explained that was issues for Site Plan Review. A discussion followed and the following will be part of the Special Use Permit.

The applicant shall provide documentation to the satisfaction of the Village Board which identifies that the project has proper financing in place prior to the Village Board issuing final site plan approval.
Should the Village Board grant final site plan approval and a building permit is issued, the duration from building permit issuance to completion of construction and certificate of occupancy issuance shall be no longer than 18-months.
The Village Board reserves the right to request a traffic impact study from the applicant during the site plan review process.
During the site plan review process, the applicant shall submit certain design details, including but not limited to, building form and facades, for the Village’s review and approval. The Village reserves the right to require specific design of the building form and facades.

The Mayor advised the Board the Village has received the following grants:

Hudson Valley Grant
Tree Inventory Grant

The Mayor advised the Board that there was a meeting with DOT regarding the Quiet Zone and that Chazen is working on the application. A discussion followed.

The Clerk advised the Board that the Village Offices will be closed Friday, November 10th in observance of Veterans Day.

Trustee Nicoll asked each Board Member to donate $20.00 for the Menands School Yearbook.

The Mayor read a letter from Susan Sweeney of 5 Newell Court giving praise to the Village of Menands and New Castle Paving for their professionalism.

The Mayor asked Eric Johnson how New Castle Paving was to work with. Eric stated they were very professional and used state of the art equipment.

The Health Insurance Workshop was adjourned until Tuesday, November 14th, 2017 at 5:30 P.M.

The United Ordained Church will be holding a grand opening at their 281 Broadway location on Sunday, November 12, 2017 at 3:00 P.M. all are invited.
