Board Meeting Minutes – October 3rd, 2016

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands held on Monday, October 3rd, 2016 was called to order by Mayor Megan Grenier at 6:00 P.M.

Diane Foley, Trustee

Also attending: Vince Commisso, Katie Dorn, Nate Panncci, Brian Marsh, James Sher, Maureen Long, Rick Rogozinski, Bill Nevins, John Stangle, Don Zee, Esq, and Dave Ingalls.

The Mayor led the Pledge of Allegiance.

Mr. Vince Commisso of Teal Becker & Chairamonte, CPA’s, the Villages’ auditors reviewed the Villages’ draft financial audit of the Village Funds and the Court Funds that they recently completed. He stated that both the Village and Court Funds were given an unqualified report, which is the best opinion they can issue. Since there were no questions from the Board, Trustee Boulet made a motion, seconded by Trustee Nicoll to accept the Auditor’s Report for Fiscal Year 2015 – 2016.

Attorney Don Zee and Dave Ingalls presented a conceptual presentation for Olympic Lanes Redevelopment proposal.

Open Forum:

Resident James Sher remarked that Louis Avenue looks good with the recent paving project.

He also reported that the cemetery pulled up the sidewalk along the entrance way, and now when it rains the water runs along his property.

Mr. Sher said that the Village should take a look at the maintenance agreement for the creek at the cemetery. The Village seems to be the only party to the agreement who is maintaining it.

Resident Brian Marsh asked if the Village knows the history of the developer who would like to replace the Olympic Bowling Lanes with apartments. The Mayor responded.

Resident Rick Rogozinski asked if we know how many rental units are already in the Village of Menands. The Mayor responded.

The Mayor reported that on Thursday, October 13th at 5:00 P.M., at the Menands School, NYS DOT would be holding an open house on the proposed project of changing the
traffic patterns on Van Rensselaer Boulevard. At that time, the public may make comments.

A motion was made by Trustee Nicoll, seconded by Trustee Boulet to accept the minutes of the September 19th, 2016 Board Meeting.

A motion was made by Trustee Nicoll, seconded by Trustee Boulet to approve payment for the following:

WARRANT # 9:

GENERAL totaling $59,615.24
WATER totaling $29,669.07
SEWER totaling $ .00
TOTALS $89,284.31

GENERAL TOTAL $ 3,950.00

PAYROLL # 9: totaling $93,556.41

The Clerk reminded the Board that Wednesday, October 12th, is the date selected for the Fall Business Breakfast at 7:30 A.M. in the Village Hall. The guest speakers will be Dr. Maureen Long, Superintendent of the Menands Union Free School.

The Clerk reminded everyone that the Youth Halloween Party is scheduled for Sunday, October 30th, 2016 from l:00 P.M. to 3:00 P.M. The children will line-up at 12:30 P.M. at the Firehouse for the parade to the Ganser-Smith Park for face painting, food and refreshment. Help is always needed and appreciated.

The Fire Department will be holding their Annual Open House on Tuesday, October 11th, 2016 starting at 6:00 P.M.

At 7:01 P.M. Trustee Harris made a motion, seconded by Trustee Nicoll to enter into Executive Session to discuss two legal matters.

The regular meeting reconvened at 8:00 P.M.

Trustee Harris made a motion, seconded by Trustee Nicoll to authorize the Mayor to sign the retainer letter for Lawrence Howard, Esq., to review development projects as needed.

Trustee Boulet made a motion, seconded by Trustee Harris, to authorize Eric Johnson, Village Engineer, to negotiate with Callanan Industries a price not to exceed $17,500.00 for drainage improvement work on Upper Sage Hill South.

A motion was made by Trustee Nicoll, seconded by Trustee Harris to adjourn.
