Meeting Minutes – March 21st, 2011

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 21st, 2011 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

Also attending: Bill Garvey, Mike Mackay, Peter Molinaro, Paul Cooney, James Sher, Bob Schanz, Nan Miller, Kirk Montanye, Alison McLean-Lane, and Joseph Condon.

 

The Mayor led the Pledge of Allegiance.

 

Resident John Stangle thanked Mayor Coates and Trustee Miller for their service to the Village, he knows from first hand experience the job was not just two meetings a month, there is a lot of time and effort involved that people don’t realize and he wanted to personally thank them.

 

Resident Alison McLean-Lane presented questions to Mayor-Elect Grenier, several questions deal with the street paving and infrastructure that Mayor-Elect Grenier mentioned when campaigning. After a discussion Mrs. McLean-Lane presented her list of questions to the Clerk, but stated she would be back next meeting to ask her questions.

 

Resident Paul Cooney gave a brief history of the paving and infrastructure planning for the last several years.

 

Fire Company President Peter Molinaro updated the Board on the re-bidding of the renovations to the kitchen, BIDS are due April 7th.

 

Resident John Stangle also informed the Clerk that the roof in the firehouse is leaking; the Clerk will make arrangements for repairs.

 

Resident Joe Condon inquired if the Board had any luck trying to keep the Menands/North Albany Post Office Branch open. Mayor Coates stated that Assemblyman Tonko sent a letter stating that he tried, but that the Post Office is not under the jurisdiction of the government and suggested that inquires be sent to them. Mr. Condon thanked the Board for their efforts.

 

A motion was made by Trustee Lansing seconded by Trustee Grenier to accept the minutes of the March 7th, 2011 meeting.

A motion was made by Trustee Lansing seconded by Trustee Lane to approve payment for the following:

 

WARRANT #20:

 

GENERAL totaling $47,450.54

WATER totaling 8,147.68

SEWER totaling .00

TOTAL $55,598.22

 

 

 

PAYROLL # 21: totaling $66,211.52

The Clerk discussed a request from the Girl Scouts of Northeastern New York to have the parking lot of Ganser Smith Park to pick-up and drop off girls from a summer day camp. After a discussion is was decided to inform the Girl Scouts that the school was a better location. The Clerk will inform the Girl Scouts.

 

The Clerk discussed the proposal from Barton and Loguidice concerning the repair/replacement of the pump at the Sage Hill Pump Station after which Trustee Miller moved seconded by Trustee Lane a resolution authorizing Barton and Loguidice to proceed with the project.

Trustee Lane stated he noticed that Midland Farms was once again parking their trucks in front of their building. Code Enforcement Officer Reuss advised he will handle the situation.

 

Trustee Lane also inquired of Attorney Rehfuss if the Village could file a Notice of Defect against the State on the condition of Route 378. A discussion followed with Attorney Rehfuss asking Trustee Lane to get him the particulars and he will take care of it.

 

Trustee Miller stated he enjoyed working with his fellow Board Members and wished the new Board good luck in the future. Ron stated that in the eight years on the Board he learned a lot about the Village and Village Government and that it is not easy, but it was a great experience, Ron again thanked everyone and said he will be around.

 

Mayor Coates echoed Trustee Miller’s sentiments and that it was great working with the Board. He also thanked John Stangle for his acknowledgement of the time and effort it takes to be on the Board. The Mayor congratulated the new Board Members present and wished them good luck.

 

Both Tom and Ron received a round of applause for the job they did.

 

A public hearing on the Preliminary Budget was scheduled for Tuesday, April 12, 2011 at 6:00 P.M. The Clerk was asked to have sufficient copies of the Preliminary Budget available for the public hearing.

 

At 7:50 P.M. Trustee Lansing made a motion seconded by Trustee Grenier to enter into Executive Session for a legal matter.

The regular meeting reconvened at 7:55 P.M.

 

A motion was made by Trustee Lansing seconded by Trustee Grenier to adjourn.
